What makes some Americans contend that what President Obama is doing to the United States
in terms of his sociopolitical policies e.g. the amnesty program is to repay America for what it has done to Blacks and other non-Caucasian people for their past discrimination?
The real irony here is before Obama was ever elected president there was bi-patrician including John McCain support for drafting a bill that would provide "a path to citizenship for illegal aliens" who had lived in the U.S. for several years.
Congress passed the Immigration Reform and Control Act in 1986, which allowed immigrants who had been living continuously in the U.S. since at least Jan. 1, 1982, to apply for temporary, and later permanent, residency. Reagan signed it into law. The law provided legal permanent residency to 2.7 million immigrants who were living in the U.S. illegally.
On Nov. 29, 1990, Bush (the father) signed the Immigration Act of 1990 that, among other things, addressed the mixed eligibility families created by the 1986 immigration law. The new law created the Family Unity Program, which further increased the number of people eligible for protection from deportation.
Obama has asked congress to put together a comprehensive immigration bill. When they refused he drafted an executive order. Some folks have said it's unconstitutional and yet no one has pushed it to the Supreme Court. With him being a former Constitutional Law Professor odds are the executive order is not unconstitutional. He probably knows where "the line" is when it comes to such things. There would have been some fact checking prior to signing it.
Bearing in mind he is of bi-racial decent I don't believe he makes decisions solely on race. He sees himself as being a champion of the poor and lower middleclass striving to find ways to "level the playing field."
However to be fair that's not just an "Obama agenda" but rather the "Democrat Party agenda". They believe the government is the "solution" and the Republican Party believes the government is the "problem".

Why do some Americans contend that those who protest President Obama's amnesty programregarding the iinflux of illegals coming to America are racists when the issue isn't so much as race but is primarily socioeconomical?

The poorly crafted Executive Order without consulting the people who have to enforce it seems - hamfisted."Mr. Schneiderman said that the executive order was unconstitutional and that he and other attorneys general were exploring the possibility of legal action. “There may be grounds for a...

Remember, an accomplishment is something that actually results in something good happening for the US. Something that is being used and taken advantage by the people. It is not just passing bills, or starting plans that won't take effect for several years. Something that is beneficial and solves a...
